GREEN is State A 12v which means EVSE is ready with no errors. YELLOW is State B is a connected state and which means "Vehicle not ready" the vehicle sets the pilot to 9v. When the vehicle is also ready it pulls the pilot down to 6v (BLUE).
It does not sound like there is any issue with the pilot line. The Station is ready (GREEN), the vehicle is detected (YELLOW), Charging starts momentarily (BLUE) and the vehicle requests to wait (YELLOW). How does the top off work? Does the vehicle periodically change from waiting to charging?

After installing an OpenEVSE board in my Juicebox V2, I'm encountering a specific charging failure at 95% SoC. While it works perfectly at 20% SoC, plugging it in at 95% causes the relay to click and the Juicebox lights to cycle Green, Yellow, Blue, Yellow (with no Red light). My Rav4 Prime's charging light blinks then shuts off. I suspect an issue with the "top-off" charging phase. Pilot wiring photos are attached. Is this an interference issue with the Pilot wire when the car is at a high SoC?
Photos of my install for reference. I think the issue could be interference on the Pilot wire which I understand is critical to the initial handshake and deteciton of the EV.
