Already have a whole home generator, need EVSE to not automatically resume charging after power outage

So I have a home with 200 amp service with a detached garage - and a sub panel in the garage.  I also have  22kw Generac whole home generator with an automated transfer switch (since 2017 or so). I live in the midwest with tornados, blizzards, windstorms (including direcho things), etc - so it gets some use.


I have purchased an EV and now am wanting to set up Level 2 charging, but for my use case I would like the Level 2 charger to NOT automatically reconnect and resume charging after a power failure.  If there was a need to charge the EV during a power outage, I could revert to level one charging (or maybe level to at very low amps?) and manually start charging.  My whole main panel is powered by the Generac.  


I am looking at putting a contactor of some sort before the charger that requires a manual reset after power outage.  I could have the generator folks hook up load management on the garage, but that seems not optimal either because charging the EV with my natural gas generator is not what I want to do.


Can the OpenEVSE charger/software/firmware be set up this way without a intermediate contactor/ etc in the circuit?

OpenEVSE can be set with default state Disabled.


Every time the vehicle is connected it will wait to be enabled.


Another option would be to automate with home Assistant.
