Can someone help me fully understand how to remove the R28 resistor when adding a wifi board? Do you just desolder and remove that's it or do you need to short that connection with a wire?
If you short, then cant you just solder a wire from one point to the other and leave the resister in place?
Also, I presume you can leave the R28 resister in place if I add in an external power brick to power the wifi board.

Desolder and remove, do not short.
Yes, the resister can stay if you use external power.
